Nvidia seems to care more about adding new software features to their new GPUs than to actually improve the hardware. RTX 4070 is no exception to Nvidia’s newly emerged logic and just like it’s bigger brothers, it has also been released with minor hardware improvements and some new software features.
RTX 4070 has the exact same core number as RTX 3070 (5888), lower BUS Width (192-bit vs 256-bit), but with 4GB VRAM more than its last gen counterpart (12GB of GDDR6X vs 8GB GDDR6) and of course, newer TSMC 5nm chipset build.
RTX 4070 can be used for Quad HD (1440p) displays and you can expect to experience plus 60 FPS for most of the games at high settings. Overall, RTX 4070 can generate 25% more FPS than RTX 3070; That is without enabling Ray Tracing or DLSS. Turning on these software features will further open the gap. With the help of new RT cores, Nvidia is able to achieve more in Ray Tracing with less cores. Also don’t forget about the new software feature, Frame Generation which is exclusive to 40 series cards. With Frame Generation you can get a lot more FPS with the downside of higher input delay.
Thanks to the new 5nm chipset, power consumption for this graphics card is only 200 watts. Meaning you can get away with a 550-watt power supply for this build (recommended PSU is 600W). However, plugging the GPU is not as convenient and you must use a 16-pin PCIe cable in order to power RTX 4070.
The decision on whether or not you buy this GPU depends on many factors. If you don’t care a lot about Ray Tracing and Frame Generation, and having to deal with a weaker version of DLSS is not a deal breaker for you; then right now RX 6950 XT might be a better option for you. RX 6950 XT is only 50 dollars more expensive than $600 MSRP price of RTX 4070; and for that you get about %20 more FPS in most of the games (RT and DLSS disabled).
If this is not your ideal price range you might have to wait for Nvidia and AMD to come up with new cheaper GPUs, or you can choose one from older generation graphics cards.
